Terms and Definitions: Prior Written Notice
The school district is required to give written notice to parents, covering specific elements, if it proposes to or refuses to initiate or change the identification, evaluation, or education placement of a student with disabilities. In other words, any decision that parents may disagree with should be in writing so parents can understand it and rely on it. If the school district fails to give written notice, it is a procedural violation. Sometimes this affects your legal rights, but not always.
